Scott is a fifth-generation Central Illinoisan. He is a graduate of Gibson City-Melvin-Sibley High School, Illinois State University, and the University of Illinois College of Law.

Scott has long been active in politics and government. Scott has worked with the Illinois Governor’s Office, the Illinois State Legislature, the United States Senate, and the White House. Upon graduation from law school, Scott worked as a prosecutor with the City of Chicago Department of Law. In 2003, Scott and his wife moved to Washington, DC, to work for the Democratic National Committee and the John Kerry presidential campaign of 2004.
Scott returned to Illinois in 2005, where he tried dozens of jury trials during his three years as a felony criminal prosecutor and the Traffic/DUI supervisor for the McLean County State's Attorney's Office in Bloomington, Illinois. In 2007, Scott was honored with the “Hero of the Highway” Award, presented by Mothers Against Drunk Drivers (MADD).
Scott now works for a trial law firm in downtown Urbana. He lives in Urbana with his wife, Stacy, an employee of the University of Illinois.
